Definitely NOT titanium. Solid stainless steel plugs MIGHT be heavier, or a big stainless steel CBR or circular barbell will most likey be heavier. Titanium is ~40% lighter than steel, though, so you definitely don't want ti if your looking for heavy.

Like Deano was saying... Some solid stainless steel plugs should be able to take care of that for you.

the heaviest stone ive ever come across is hematite...its def guaranteed to self-stretch your lobes

Stone plugs are generally the heaviest you can get- at least have not managed to find any heavier unless you try and get some custom made.

Have got some lovely stone ones am getting rid of here that have a nice weight to them and some other plug bundles going as well (though they are lighter ones):

I would give Hematite a try. I collect tumbled stones and most of my small hematite stones weigh way more than my larger stones made out of other minerals.

I think the most dense metal commonly used in jewelry is platinum. Gold is right below it followed by tungsten, lead, mercury and silver. As far as rocks, marble is really dense and heavy. I think a meteorite would be the heaviest because of it's iron content. It would be pretty cool to have a plug made from meteorite.
